Everything you see on MTV about R and X rated celebrations in the French Quarter is true, but that same behavior would get you arrested a few miles away, where families celebrate. I realize that spending the day outside in February in most parts of the country wouldn't be fun, but Sunday the weather was glorious here, in the 60's with the sun shining.
